Healthcare Data Exchange and Integration

The ability to capture and share electronic health records has become a national priority under the current administration, and has received broad-based, bi-partisan support from such diverse sources as Newt Gingrich and Hillary Clinton. The President established the Office of the National Coordinator for healthcare IT in 2004 and since then the government has made a significant investment to develop enhanced health information sharing nationwide.

CPS Healthcare Inc. has been at the forefront of health information sharing technologies and operates and maintains one of the largest Health Information Exchanges (HIE) in the world for the Departments of Defense and Veterans Affairs.  The Federal Health Information Exchange (FHIE) and the Bi-directional Health Information Exchange (BHIE) have enabled medical records of over 15 million individual beneficiaries to be made available for sharing between the organizations. In daily operation since May of 2002, this infrastructure has managed hundreds of millions of clinical and financial records.

Our experience implementing interoperable health information technology infrastructure solutions with BHIE has recently been recognized by the Department of Health and Human Services Office of the National Coordinator (ONC) as the model and de facto integration architecture for the Federal NHIN Health Information Exchange (NHIE) Gateway. 

This model infrastructure can integrate open source products and includes a SDK gateway toolkit to permit "plug-and-play" interoperability with participating Electronic Health Record (EHR) systems, Regional Health Information Organizations or other health community practices interested in sharing health records at minimal cost of ownership.  Our standards-based adapters support the Health Information Technology Standards Panel (HITSP) standards that are being promoted by Integrating the Healthcare Enterprise (IHE), Health Level 7 (HL7) and NHIE for interoperable exchange of health records. 

Additionally, our ability to bridge medical information interchange requirements with patient privacy and security concerns while incorporating a high level governance model for sharing on such a large scale has been unprecedented.  We have extensive experience designing solutions that meet or exceed regulatory requirements such as HIPAA and the Privacy Act. We have successfully achieved certification and accreditation of our solutions against the demanding computer security requirements of the Department of Defense and the Department of Veteran's Affairs.  We understand the complexities in establishing specific data use and reciprocal sharing agreements across covered entities for sharing including most recently integrating private sector RHIOS in South Carolina and the Florida panhandle.
